# Can a regular PhD student in China participate in the competition

Hello to my friends in the forum, I came across this passage in terms and conditions: “As such, individuals and entities residing in, or organized under the laws of, countries or regions currently sanctioned by the United States are not eligible to participate.”  
I would like to ask whether ordinary Chinese students whose institutions are not sanctioned by the Entity List or OFAC Specially Designated Nationals and Blocked Persons (SDN) List, etc., can participate in the competition.

I don’t think there is any problem with that.
