However, I’m still confused about what steps I should take to get closer to the idea that I’m interested in. I couldn’t find specific documentation related to the idea. What should I do next? For example, should I start by fixing some issues even if they’re not directly related to the idea?

I am unfamiliar with the process for contributor applications. you might find more details on that on past pages (e.g. the 2024 page), since the 2025 iteration is still evolving. “Important dates” suggests that OpenCV has been accepted as an organization and contributor proposals will open in less than three weeks.
I believe mailing lists might be involved. some Slack “server” might also be involved.
Your application could have with one of ideas on this page also you can find another useful idea. The main problem i think, you should convince selectors that you are a good candidate to this contribution. Your previous contributions will be a good reference to you.
